Det er gjennomført en mulighetsstudie under ledelse av Olafsen Prosjektadministrasjon AS i Sande, Senter for Idrettsanlegg og Teknologi (SIAT) ved NTNU i Trondheim og  Terje Grønmo Arkitekter AS i Oslo, i et nært samarbeid med Vestfold Fylkeskommune som eier tunnelen.
