Public buyers in the EU spend roughly 14% of GDP through competitive tendering. Every one of those contracts is decided on paperwork, and the companies best able to deliver the work routinely lose them, either because the opportunity never reaches them or because they misread a requirement and are excluded before anyone scores their offer. The work that decides a public tender is not sales work. It is reading. Somebody has to find the right contract among thousands, open the annexes and the draft agreement, separate the pass-or-fail qualification requirements from the scored award criteria, and be honest about whether this company can prove what the buyer is asking for.
