Donkey Republic is a publicly listed micro-mobility company headquartered in Copenhagen. We operate bike-sharing systems across Northern Europe under long-term tender/concession contracts  and licensed agreements with municipalities and transport authorities. In 2025 we recorded DKK 166M in revenue across a fleet of approximately 23,000 active bikes; with the award of two landmark contracts in Düsseldorf and the Ruhr region, our operational fleet will grow to 30,000+ bikes in 2026.

Our focus markets are DACH, Benelux and the Nordics. Growth is driven primarily by winning public tenders and securing protected operating licences — processes in which the bid and tender function is central to the company's commercial results.


The Role

We are looking for an experienced bid and tender professional to join the Strategic Sales team as a Strategic Bid Manager. This is a senior individual contributor role with direct ownership of our most complex and high-value tenders opportunities and licensed-based opportunities  across focus markets (Benelux, DACH and Nordics).

The successful candidate will lead tenders from pre-engagement to contract signing, manage the resource planning of the bid team, and contribute actively to the commercial strategy that underpins our growth targets. This includes collecting and analyzing input from both internal and external partners. 

We expect the person in this role to be fully operational after a structured onboarding period, working with a high degree of autonomy and requiring limited day-to-day direction on tender management. This is a hands-on role — you will write, structure, challenge, negotiate, and deliver bids, not only oversee them.


Key Responsibilities

Pre-Sales & Market Intelligence

–   Map upcoming tender opportunities across focus markets; identify regulatory shifts, procurement trends and competitive positioning.

–   Lead pre-market engagement with municipal stakeholders — presenting the Donkey value proposition, gathering early requirements, and building relationships before formal procurement opens.

–   Translate market intelligence into strategic planning input: opportunity prioritisation, go/no-go recommendations, and resource forecasting.


End-to-End Bid Ownership

–   Own the full tender cycle for assigned bids: from kick-off and workplan structuring through writing, QA, compliance review, and final submission.

–   Lead cross-functional tender squads (Operations, Hardware/Software, Legal, Finance, Business Units), holding all contributors accountable to the timeline and quality standard.

–   Develop the financial model and business case for each bid, including pricing strategy, P&L projections, and CAPEX planning.

–   Own the win-strategy narrative — ensuring every submission speaks directly to the procuring authority's stated and unstated priorities.


Negotiation & Contract Closing

–   Lead commercial and legal negotiations from intent-to-award through to contract signing, including SLA structures, liability frameworks and financial terms.

–   Coordinate with legal counsel (internal and external) to manage contractual risk and protect long-term profitability.

–   Manage the internal escalation and alignment process for high-stakes decisions during negotiations.

Pipeline & Resource Management

–   Maintain an accurate and current view of the tender pipeline across focus markets; track deadlines, submission stages, conversion probabilities, and workload allocation.

–   Develop and maintain bid frameworks, template libraries, and playbooks that improve team efficiency and submission quality over time.


What We Are Looking For


Required

–   Proven track record in public tender management, with ownership of large, complex submissions 

–   Strong command of public procurement frameworks in at least one of our focus markets (DACH, Benelux or Nordics).

–   Experience building and working with financial models, business cases and pricing strategies in the context of multi-year service contracts.

–   Demonstrated ability to manage cross-functional stakeholders and hold others accountable in a matrix environment.

–   High-quality written communication in English — structuring complex arguments clearly and persuasively under deadline pressure.

–   Organised and methodical project management approach, with the ability to run multiple concurrent bids without loss of quality.


Beneficial

–   Experience in the mobility, infrastructure, transport or urban services sector.

–   Additional working language in French, German, Dutch, Swedish or Norwegian.

–   Familiarity with EU procurement law and/or GDPR compliance in tender submissions.

–   Experience contributing to public affairs or pre-procurement engagement strategies.
